'Lifetime' Sexual Offender Convicted Of Raping Teen Reports Move To Wappingers Falls

A registered "lifetime" sexual offender convicted of raping a teenage girl has reported a move in Dutchess County.

The New York State Division of Criminal Justice Services issued an alert this week to Dutchess residents regarding the residency of 52-year-old Mitchael Parr, who has reported a move from Snow Terrace in Poughkeepsie to Swenson Drive in Wappingers Falls.

The Division of Criminal Justice Services has assigned Parr a Level 3 threat, which means he is a “high-risk repeat offender and possible threat to public safety.” He has also been designated for lifetime registration, though he is subject to petition for relief.

According to the Division of Criminal Justice Services, Parr used a weapon to have sex with a 16-year-old girl in June 1985. He was convicted of first-degree rape in February the following year and sentenced to a term of between two and six years in state prison. Parr is now under the jurisdiction of the Poughkeepsie Town Police Department.
